Is there a config setting for limiting what users can do with the “Create +”? E.g. if they don’t have purchasing or sales access, they probably shouldn’t be able to create quotes or pquotes.

Yes, the option to create a quote or a pquote is dependent on the users access. If they don’t have access to the pquote module or specifically to create a pquote they will not have that option on the create element.
You can test this by impersonating a user that lacks either of those roles. For instance a production only user.
