Is it possible to create a “custom Document” that renders to HTML instead of PDF?

Generally, no - the output type is part of the processing.

ok. IF we wanted to create a “custom document” that renders “by default” as HTML, how would we do so?

There is no supported means currently - those are rendered through a converter to output as PDF, and the custom document system still follows that same path.
