What role do I need on an employees profile so that he can see PO’s without seeing financials, sales, and other employee times?

Answering your question here - providing that specific user in question the ‘AllPQuotes’ user role should open up access to view all PO’s and PQuotes within the system without allowing sales & other employee times to be visible.
I believe that user might be assigned the Manager user role which opens up the ability to view employee time logs. If this is not necessary, remove that particular user role, and associate AllPquotes with their profile & it should grant them what you’re needing.
Let me know if this is not the case. Also if you could provide the username of the individual I can run a check on their roles for you to see what else you might need.
