I have an order (10923) that shows a cost of $296.13. When I go to the BOM for this order it has the cost at $124.04.
This is the first for for this build. Why is it different as so far off?

If you view the article, you’ll see Cetec goes tier by tier.
In this instance, it’s pulling the BOM rollup cost because the tiers above it are not set:
You have full control of how you markup your quote on the BOM quote worksheet so that’s up to you. Rollup cost versus the markup cost on the BOM quote worksheet should be different, your markup should (I would think) always be higher than your rollup cost so that you make a nice profit.
