We would like to allow access to our field sales personnel for CRM purposes and adding leads. Which access would allow them to do this? Customer Portal or Vendor Portal? Would either be $20/month up to 10 users? Does this work on the Lite plan as well as the Standard plan?

We would like the same. @cetecerp26 could you provide information on providing access to sales personnel? It is different than production/production-only licenses because, like @spilkington said, main access required is the CRM modules (leads, opportunities, etc.).
Portal users are only for an existing customer to be able to see objects related to said customer, e.g. quotes, orders, and invoices.
In order to have users that can create and maintain customers/leads, you will have to set them up as regular users in your cetec environment.
