Sales - > Quote List - inconsistent list between "old" and "new" versions

for logged in user id 49 in CETEC Version 4.101, our sales quote list (…/quote/list_new?),.is incomplete. when they revert back to the “old version”, then they’re able to seen the entire list…Why is the “new” list incomplete?

BTW, all field selections are “default”
