Hi,
I wanted to prevent our users from ordering less than a certain QTY of a part.
This is how it is setup
If I go and create a PO
There is nothing that prevents me from placing that PO with a QTY less than MOQ!
What am I doing wrong / or what is not working?

It seems that you also need to set EOQ (Economic Order Qty):
MOQ = this is a check that, in lieu of a fixed EOQ, makes sure when you add the item to a vendor PO or build-to-stock work order, that it is at least above the MOQ.
