Would there be a way to add Sourcing Comments on the choices for Quote Import?

I think there already is a field for sourcing comments in the bom import of a quote, is that what you are referring to? It is a column just marked as “Sourcing”

The sourcing is only available for a BOM import. We are also a distributor and many of our items are not BOMs. For the quote tools import, there is not a Sourcing option.
