Would like to be able to set default value for 'Setup Yes/No' in labor plan operations

Reference: Data Maintenance for BuildOperation

We have a number of labor plan operations that are always entered as Setup operations. I would like to be able to set the default value for these operations to be entered as Setup=Yes.
